A before House soon


Addressing the Cabinet press briefing at the Ministry auditorium yesterday, the minister said the President’s right to proclaim the merger of Provincial Councils under the13th Amendment will be repealed under the amendment.
The minister said the government intends to make power devolution more meaningful with its endeavours to amend the 13th amendment to the Constitution. He said the government would never go beyond the sovereignty of the people and the Constitution of the country. He also said a Parliament Select Committee (PSC) will be appointed shortly to extensively discuss the other revisions pertaining to the 13th amendment including the police and land powers.
Responding to questions by journalists, the minister also said the government would not hesitate to change agreements with foreign countries on the mandate of the people, as no agreement is superior than the sovereignty of people. there are dissenting views among the public at large on the 13th amendment to the Constitution since it was not asked for by a majority of people. He expressed his confidence that the government would be able to explain the situation and settle the issues with other countries. He said the changes would be made to suit the contemporary society as the situation in the country is now far different from the days when there was a war. He said the government is concentrating on strengthening the smallest administrative unit to lessen undue inconveniences people face to proceed on their day to day matters.
He said the government would consider devolution of power in a more appropriate manner by limiting and widening the powers where necessary. He said the Provincial Council Elections of Northern, North Western and Central Provinces would be held in September.
